Thayer Consulting assisted the Nebraska Department of Roads (NDOR) in conducting an independent review of an RFP written for the Statewide Communications Alliance of Nebraska (SCAN) Board. NDOR hired Thayer Consulting based on our national expertise in statewide communications systems and our reputation for independence and objectivity. Our review entailed a detailed audit of a competitor's Systems Specification Document (SSD) that outlined requirements for an 800 MHz trunked voice communication system; VoIP interconnects to existing VHF, UHF and 800 MHz systems; digital microwave/fiber system; a 700 MHz mobile data computer system; and facilities and services.
In addition to conducting a line-by-line detailed review of the over 350-page document, we provided a clear, easy to read summary of our major concerns regarding system coverage, contractual requirements, interoperability and the overall procurement approach. NDOR is currently in the process of sharing our findings with the rest of the SCAN Board and considering next steps to ensure that the RFP clearly conveys the State's intended requirements.
We also recently completed a readiness assessment to prepare the Department to undertake a major strategic planning effort. We conducted a high level review of NDOR's potential requirements and gave the Department's executive team a primer on wired and wireless networks. (more)
